Based on the requirements of the Article 13, Chapter 4 of the Procedures for Manufacture Licensing of Boiler and Pressure Vessel, manufacture licensing survey for pressure vessel manufacturer shall include the following five aspects.

1. Verifying the resource of the pressure vessel manufacturer including production site, situation of staff, manufacturing and processing equipment and fixtures, and inspection and testing facilities and instruments.

 * The applicants for pressure vessel manufacture licensing must have business license or have registered in relevant local governmental departments where the manufacturer is located.

 * The applicant for pressure vessel manufacture licensing should have responsible persons for quality assurance system, technical personnel and professional operators suitable for pressure vessel production. The requirements for human resource will be different from various level pressure vessel productions. Please refer to the Article 17 to Article 19 of the Requirements for Boiler and Pressure Vessel Manufacture Licensing for details.

 * The detail requirements for workshop and technical facilities of various-level pressure vessel manufacture licensing are listed in the Article 20 to Article 24 in the Requirements for Boiler and Pressure Vessel Manufacture Licensing.

 * The resource requirements for stainless or non-ferrous metallic vessel manufacturers and for the manufacturers applying for several licensing levels may refer to the Article 25 to 26 of the Requirements for Boiler and Pressure Vessel Manufacture Licensing respectively.

2. Review quality manual and related documents. The quality management system of the applicant should satisfy the requirements of Chapter 4 (Articles 27—43) of the Requirements for Boiler and Pressure Vessel Manufacture Licensing.

3. Check the implementation of quality management system

4. Check the relevant technical documents including the applicable safety technical codes and standards, safety quality documents on delivery, name plate, design, pressure vessel steel, manufacture, inspection and testing of products, etc.

5. Examine and test of the trial products. The trail product must full comply with the relevant requirements of Articles 51—57 of the Requirements for Boiler and Pressure Vessel Manufacture Licensing. The safety quality of gas cylinder shall comply with the requirements of Article 58 of the Requirements for Boiler and Pressure Vessel Manufacture Licensing

According to the stipulation in Article 15 of the Procedures for Manufacture Licensing of Boiler and Pressure Vessel, the survey team should complete a written survey report based on the survey results. The conclusion in survey report shall be classified as “accord with the requirements”, “need to rectify” and “disaccord with the requirements”. On the bases of the article 16 of the same “procedures”, the survey team shall notice the manufacturer in writing if the survey conclusion is “need to rectify” or “disaccord with the requirements”.

Based on the stipulation of Article 23 of the Procedures for Manufacture Licensing of Boiler and Pressure Vessel, this outline is also applicable for license renewal of the pressure vessel manufacturer. According to the Article 24 of the same “procedures”, the product required to conduct type testing can be exempted from the type testing if there are no changes on applicable standards, material, structure and operational conditions of the product during license renewal.
