Based on the requirements of the Article 13, Chapter 4 of the Procedures for Manufacture Licensing of Boiler and Pressure Vessel, manufacture licensing survey for boiler manufacturer shall include the following five aspects.

1. Verifying the resource of the boiler manufacturer including production site, situation of staff, manufacturing and processing equipment, inspection and testing facilities and instruments, etc.

 * The applicants for boiler manufacture licensing must have independent legal status or have registered in local governmental departments where the manufacturer is located.

 * The applicant for boiler manufacture licensing should have human resource suitable for manufacture and management of boiler production. The requirements for technical personnel will be different among various level boiler production. Please refer to the Article 8 and the point 1 of Articles 11—14 of the Requirements for Boiler and Pressure Vessel Manufacture Licensing for details.
 
 *?/font>The detail requirements for workshop and technical facilities of different levels of boiler manufacture licensing are listed in the Article 9, points 2 and 3 of Article 11 and point 2 of Articles 12—14 in the Requirements for Boiler and Pressure Vessel Manufacture Licensing.

 * The resources requirements for the manufacture licensing of organic fluid heater and for level-A boiler parts may refer to the Article 10 of the Requirements for Boiler and Pressure Vessel Manufacture Licensing.

2. Review the quality manual and related documents. The quality management system of the applicant should satisfy the requirements of Chapter 4 (Articles 27—43) of the Requirements for Boiler and Pressure Vessel Manufacture Licensing.

3. Check the implementation of quality management system

4. Check the relevant technical document including the applicable safety technical codes and standards, material for pressure-containing components, structure of products, inspection and testing of products, safety appliances and instruments, documents on delivery and name plate of the products, etc.

5. Examine and test of the trial products. The trail product must full comply with the relevant requirements of Articles 44—50 of the Requirements for Boiler and Pressure Vessel Manufacture Licensing.

According to the stipulation of Article 15 in the Procedures for Manufacture Licensing of Boiler and Pressure Vessel, the survey team should complete a written survey report based on the survey results. The conclusion in survey report shall be classified as “accord with the requirements”, “need to rectify” and “disaccord with the requirements”. On the bases of the article 16 of the same “procedures”, the survey team shall notice the manufacturer in writing if the survey conclusion is “need to rectify” or “disaccord with the requirements”.

Based on the stipulation of Article 23 of the same “procedures”, this outline is also applicable for license renewal of the boiler manufacturer.
