Aiming at the problems of the imperfect equipment system, low level of modernization, the application cannot adequately respond to "all kinds of disasters and large-scale emergency", and lack of innovation and development ability and motivation, unclear direction, etc., the project takes realizing the scientific, professional, intelligent and refined emergency management as the target and takes promoting the modernization of emergency rescue equipment as the main task. It will clarify the weaknesses of the key components and complete sets of emergency rescue equipments in line with the characteristics of disasters and accidents in China, diagnose the crux of the failure to provide "functional" emergency rescue equipments under complex and severe disaster and accident scenarios, and provide a directory list, as well as suggestions of major tasks and policy measures for the medium and long-term scientific and technological development of emergency rescue equipments.

The research of this project will further strengthen the organic combination of special equipments, emergency equipments and public safety, and improve CSEI’s soft power in the fields of national science and technology innovation strategy and public safety emergency equipments.
