To support the reform of administrative licensing for special equipment, Special Equipment Safety Supervision Bureau assigned the drafting task of the Regulation for Production and Filling Licensing of Special Equipment (hereafter referred to as “Regulation”) to China Special Equipment Inspection and Research Institute in May 2017. CSEI organized relevant experts to set up a drafting team and submitted the exposure draft of the Regulation in Jan. 2019.In Feb. 2019, the State Administration for Market Regulation released announcement to solicit opinions of grass-roots departments, concerned units， experts and citizens, and notified WTO/TBT at the same time. On May.13, 2019, the Regulation was approved and issued by SAMR, it is an important technical regulation concerning market access of special equipment.
In accordance with the provisions of laws, regulations and documents such as Special Equipment Safety Law, Law of the PRC on Administrative Licensing, Regulations on Safety Supervision of Special Equipment, Catalogue of Licenses for Special Equipment Manufacturers, the Regulation makes appropriate adjustments on the base of the existing licensing conditions for all kinds of equipment, unifies the general conditions, procedures and requirements for the licensing of production and filling units of all kinds of special equipment, clarifies the special requirements of all kinds of special equipment, and forms a comprehensive standard for the production and filling units of special equipment. This Regulation will come into force on Jun. 1, 2019, and the following documents and safety technical codes are annulled simultaneously.
(1) Requirements for Boiler and Pressure Vessel Manufacture Licensing (SESA Document No. 194/2003);
(2) Mechanical and Electrical Special Equipment Manufacture Appraisal Regulation (Trial Implementation) (SESA Document No. 174/2003);
(3) Mechanical and Electrical Special Equipment Installation, Alteration and Repair Licensing Regulation (Trial Implementation) (SESA Document No. 251/2003);
(4) Boiler Installation and Alteration Enterprises Supervision Administration Regulation (TSG G3001—2004);
(5) Pressure Vessel Installation, Alteration and Repair Licensing Regulation (TSG R3001—2006);
(6) Gas Cylinder Filling Licensing Regulation (TSG R4001—2006);
(7) Pressure Pipe Unit Manufacture Appraisal Regulation (TSG D2001—2006);
(8) Basic Requirements of Quality Assurance System for Manufacture, Installation, Alteration and Repair of Special Equipment (TSG Z0004—2007);
(9) Appraisal and Assessment Rules for Special Equipment Licensing on Manufacture, Installation, Alteration and Repair (TSG Z0005—2007);
(10) Design Appraisal Regulations for Pressure Vessel & Pressure Pipe (TSG R1001—2008);
(11) Pressure Pipe Installation Licensing Regulation (TSG D3001—2009);
(12) Transportable Pressure Vessel Filling Licensing Regulation (TSG R4002—2011).
The contents of the licensing procedures, conditions and requirements in Safety Technical Supervision Regulations for Safety Valves (TSG ZF001—2006)and Safety Technical Supervision Regulation for Bursting Disc Devices (TSG ZF003—2011) shall be annulled simultaneously.
