On Mar.1st, the opening ceremony of CSEI State Special Equipment Safety and Energy-Saving Technology Test Base was held in Shunyi district of Beijing. Present at the ceremony were Mr. Su Cai, party secretary of Beijing Urban Construction Group No.7 Construction Engineering Co. , Ltd, Mr. Chen Jialiang, the project leader of Tsinghua University Architecture Design and Research Institute Co., LTD, Mr. Ma Yingjun, the Chief Supervisory Engineer of KaiBo Construction Engineering Co., LTD and Mr. Lin Shuqing, the president of CSEI, Mr. Guo Yuanliang, the party secretary of CSEI, and CSEI counselors , representative of veteran cadre and more than 40 staff representatives of CSEI. The ceremony was hosted by Mr. Guo Guanliang, the party secretary of CSEI.

President Mr. Lin Shuqing made a speech and pointed out that the starting construction of the Test Base is of historical significance. CSEI has developed in 35years with greater influence and growing team. All generations of CSEI have made great contribution and the Test Base will also assist the development of our undertakings after finishing the construction.

Mr. Lin also emphasized that the Third Plenary Session of the Eighteenth Central Committee demanded to build “hidden danger governance system and safety prevention control system”, for which we could provide technical support for special equipment safety via the Test Base. He said all the staff would support the construction as always. He hoped all construction units can construct the Test Base with strict quality control and in accordance with design requirements by the scheduled time.

Mr. Su Cai, party secretary of Beijing Urban Construction Group No.7 Construction Engineering Co., Ltd, made a commitment at the starting ceremony that construction units would carry forward the excellent traditions of the company to control quality from the first process, control progress form the first working day and control safe and civilized construction from the first detail. He promised to finish the construction with high quality and aimed for making it an excellent project.

It was in January of 2011 the project of State Special Equipment Safety and Energy-Saving Technology Test Base was set up. It got the approval of the National Development and Reform Commission in April 2012, with an area of 108.35 mu, overall floorage 55,704 square meters and a total investment of 273.95 million for capital construction. CSEI got the construction permit of State Special Equipment Safety and Energy-Saving Technology Test Base project issued by Beijing Capital Construction Commission on Feb.24, 2014. Then, the construction comes into reality. The commencement ceremony marks that construction of Test Base is officially launched.

13 centers and 56 labs are planned to be built including special equipment material appraisal and research in the Test Base. Endeavor will be made to build national level Special Equipment Safety and Energy-Saving Technology Laboratory and Special Equipment Safety Accident Diagnosis, Prevention and Emergency Management and Coordination Center. All of the above will provide a more powerful technology support to the cause of special equipment safety and energy-saving, and lead the industry development.
